The ParkView Apartments neighborhood is a mixed-use project that encompasses 84 affordable family apartment units on approximately 4.04 acres composed of nine separately assembled parcels. Completed in late 2014, ParkView has won several awards including the 2015 Gold Nugget Award for “Affordable Housing Community Under 30/ac.” ParkView includes 6,490 square feet of street front retail and 1,460 square feet of office and community room space. The residential, retail and common area uses are situated in six three-story, residential buildings; one two-story building composed of a leasing office, community room and residential units on the second floor; and two two-story buildings with street front retail on the first floor and residential units on the second floor.
Serving families with incomes between 30% and 60% of area median income (AMI), the residential unit mix consists of one-, two-, and three-bedroom units designed for the needs of growing families. The residential buildings are garden style walkup with a combination of surface and tuck under parking. The commercial buildings front on Autumn Drive to maximize visibility and foot traffic for the commercial tenants. Architecturally, the buildings are a modern urban design that complements and enrichs the surrounding neighborhoods. The property is landscaped throughout with drought tolerant trees, shrubs, and grass to provide aesthetic value, shade, and to mitigate storm water runoff.
The one bedroom apartments are approximately 545 square feet; two bedroom units are approximately 830 square feet; and the three-bedroom apartments are approximately 1,050 square feet. Each apartment has air conditioning and residents have private decks. Fourteen of the apartments are funded by the California Mental Health Services Act and are designated for people living with mental disabilities. The property also provides 169 parking spaces – 26 spaces for the retail component and 143 spaces for residential use – 36 are covered and 107 are open; the residential units are parked at a ratio of 1.7 spaces per unit.
ParkView also features abundant open space amenities and a commercial laundry facility. A 1,060 square-foot community room includes meeting and kitchen facilities and a leasing office. A local social services provider, Solutions for Change, offers residents a wide variety of programs at the community center. The property also features multiple tot lots, open plazas, and approximately 70,000 square feet of open/community space that provides children with a place to learn and play, while adults have the opportunity to learn vital life skills.
In keeping with C&C Development’s commitment to sustainability, the new development is rated LEED Platinum Certification and utilizes sustainable building methods such as “low-E” windows, grass bio swales, filtera units, and water-saving plumbing fixtures, formaldehyde-free insulation, and CRI Green label plus carpeting. Parkview Apartments exceeds CalGreen’s Title 24 standards by at least 17.5%.
ParkView is located within walking distance to bus stops, light rail stations, grocery stores, pharmacies, schools and general retail, as well as San Marcos Civic Center and library. The project site also shares a property line with direct access to the adjacent San Marcos Elementary and the Connors Park and Sport Field.
ParkView is a joint venture with Hitzke Development and is a key element in the city’s urban revitalization program. Funding included 9% low income housing tax credits issued by the California Tax Allocation Committee, tax credit investor Boston Capital, Chase Bank, and the City of San Marcos.
